China's bold move to boost its economy: 'Invest in people' or a controversial strategy?

In a significant development, China has witnessed an unprecedented surge in provincial governments raising minimum wages, reaching a five-year peak. This move is part of Beijing's pledge to 'invest in people' and stimulate economic growth during its latest five-year plan.

An impressive 27 out of 31 mainland provinces have increased monthly minimum wages over the past year, with half experiencing double-digit rises, outpacing China's 5% GDP growth rate in 2025. This data, based on calculations from the Ministry of Human Resources and Social Security, highlights a significant shift in economic strategy.

But here's where it gets controversial: the higher pay, aimed at spurring household spending, primarily benefits factory workers and those in low-paying service roles. Analysts predict that cleaners, security guards, and supermarket cashiers will see the most significant gains.

And this is the part most people miss: the impact of income distribution on consumption capacity. As Yuekai Securities' research note highlights, 'Consumption capacity is directly related to income distribution. If residents have sufficient income, they will be able to consume.'

So, is this a brilliant strategy to boost the economy, or is it a controversial move that might not yield the desired results? The authors of the research note suggest that the key to solving weak consumption lies in reforming the income distribution system.

Hebei province, for instance, recorded the largest increase, raising its minimum wage by 15.6% to 2,080 yuan per month.
